Because Outlook Express did it, and there is no reason that why Windows Mail
can't. Instead of using logic here, it is better to simply state the fact
that Windows Mail does not do it.

Why don't you want the password remembered? You may be laboring
under a false assumption that this increases security.
I disagree. Microsoft did a bottoms-up security review when they
developed Vista, and this was one of their changes, not wanting
to lull users into a false sense of security.
