It is possible to reinstall XP on a hard drive that is not partitioned and
still preserve any existing data files on the hard drive?

I would expect that if the OS is on a separate partition and data stored on
another partition that replacing the OS in this situation woudl preserve the
data.

You can boot from the XP CD and do a repair install over the existing
install, things are saved.
