reinstalling xp pro

After reinstalling xp proffessional I am unable to find the blue page
containing Help and Suppot that originally, I was able to do after other
reinstallations. Prviously I would click start and then click help and
support and it would take to the blue page, but now there is no help and
support to click on. Woul appreciate any help. Thank you. Ed
