reinstalling Vista Home Premium questions

I have a corrupted file (corrupted files?) TabletPC.cpl that controls
changing Vista appearance and personalization.
What will happen if I reinstall Vista? Will Vista overwrite all its files
including the corrupted one (ones)?
Will I have to reinstall all programs like Office 2007, Photoshop CS2 etc?
Will I lose my DATA files?

You don't necessarily have to do a reinstallation if you are still able to
boot into Vista, just do an inplace upgrade over the current installation
and it will preserve your personal files and settings and fix/replace any
damaged system files without affecting your applications.

The other options is to boot from your Windows Vista DVD, select the System
Repair Option > on the setup screen, select 'Repair Computer > Select your
installation of Windows > select Startup
Repair option and follow instructions. This option will only fix corrupted
system files without affecting your personal files, settings and
applications.

You might need to reapply your Windows Updates which is the least.

How do I do an inplace upgrade over the current installation?
When I did Startup Repair Vista returned this message: "Startup Repair could
not detect a problem"

You are able to boot into Windows Vista now, right? When you have, insert
you Windows Vista installation DVD, click the Install button, and choose the
Upgrade option when it becomes available during the initial phase of setup.
