Why assume? Wouldn't it make sure more sense to simply ask the agency
from which you're obtaining the license and installation media? Then
you'd know.

Generally, a "full" installation version -- as long as it's not an OEM
license, which this certainly shouldn't be -- can perform either an
in-place upgrade or a clean installation, at the user's option.

reinstall all programs and data files?
You'll definitely want to back up your data files before starting, just
in case something goes wrong. Similarly, you'll be well advised to
ensure that you have all of your device drivers and applications'
installation media and license keys/registration numbers readily
available on off-line media before starting.
