Is it possible to explain briefly what the following does when applied, as
it would appear to cure a whole heap of differing problems that people in
this group have?

REGSVR32 SHIMGVW.DLL

It would be nice to know when and why it might be useful to use it

In order for DLLs (discrete packages of code used by executable programs) to
be found, they must be "registered." That is, their location in the registry
must be linked to the executables that will call them. Shimgvw.dll, which
controls many of the XP image tasks, may somehow, become "unregistered."
I'm not sure how or why this happens. The command you're asking about
re-registers the dll.
