Registry setting to stop installs

Hi

Looking for a registry settting to stop my users from running installs on
software...
We are in a workgroup based network so I can't run GPOs. But I can merge
registry
keys into their registry upon login to my Netware server (which I do now).

Anyone know the registry key to stop users from running installation of
software?
There was something on NT called 'RestrictRun' or something like that....?
