registry setting to enable Local Area Connection

Hope someone can help here

User disabled network connection.
Now cannot login as administrator locally and of course via network.
Have attempted to reset the admin password to no avail with Petter
Nordahl-Hagen's offline password editor but no go.

Is there a registry tweak I can turn on to re-enable the network
connection.
netsh came up access denied.

You really haven't given us enough info here.

1. Is this a DC or just a member server/ workstation?
2. What OS version?
3. How do you know just the NIC was disabled if you can't log in?
4. Disabling the NIC doesn't change the password? What happened?
5. There are no other accounts that work? No alternate admin account?

1. workstatin
2. w2k
3. Can login with lesser privilege
4. this workstation has been here longer than me...old admin password
5. no alt admin account on the workstations

its a very rarely used machine
