Registry edit lock-out

I get an error from Norton WinDoc that
.....\Macromed[ia]\flash\flash9b.ocx cannot be found.
Of course, it cannot be found since (magically without any
effort on my part...auto update?) it has been replaced by
flash9e.
Regardless of permissions I apply to the appropriate
registry keys, I am denied access, even as administrator. I
cannot edit the listing to go from 9b to 9e, and I cannot
delete this key.
This happens on multiple machines.
How to overcome this?

Ignoring WinDoc seems something like putting black tape over
the check engine light.

WinDoc or not...the registry key is wrong. I still ask the
question on how to get control of this key to correct it.

Actually the Check Engine light is working just fine, it's the faulty
3rd party diagnostic equipment that is the issue.

Thanks for the comment. I decided to checkout Macromedia
(Adobe) to see if it had any answer. Adobe has posted a
general repair for Windows because of known registry
problems with WinXP when installing Flash.

After doing the repairs, I was able to edit away most of the
errors. Rerunning WinDoc, the old errors were gone and there
were no additional errors.

I am always open to reliable diagnostic "equipment." What's
the matter with Norton's and what application do you trust?

The issue is that I don't consider Windoc diagnostic equipment. I use
regedit.
