This is caused by incorrect registry permissions, most probably caused due
to malware or other reasons.
Last year, I created a similar situation in my test system, and locked
myself out of the registry. I loaded BartPE boot CD and loaded the registry
hive of the subject computer. Then I reset the registry permissions (for
"HKEY_LOCAL_MACHINE\Software\Classes") by giving "Administrators" group Full
access to the keys, and that certainly helped me.

Hi,
I am using WinXP Home Edition. I can't open anything except Internet
Explorer. My Registered File Types are blank under the folder options. Can't
run .exe, .com, .bat.... How can I fix this? Thanks in advance.
