Refresh rates on "what"? Video/Monitor? If so, this is controlled by
device drivers for both your video card and monitor - both hardware, neither
the responsibility of MS, but of the manufacturer(s) of your hardware.
Suggest you check their websites for a fix, as SP1, SP2 or even SP3 will
ever address the issue.
