refresh rate

I have my screen resolution set at 1024x 768 and colour
at highest 32 bit. The refresh rate is 75 Hertz.
Whenever the screen refreshes, the entire display(monitor
screen) blinks.
I was told that i could download a free software -
reforce- to solve this problem but that hasn't helped.
Any other suggestions ??

Your screen is fine, don't know of any program to
correct or fix that. Most monitors do that
