refresh rate

I have a Proview 986N 19' Monitor with an Nvidia Geforce4 MX 440 128meg
video card. Windows has the refresh rate set a 60 hertz. It shows that I can
go up to 120 hertz. Should I? What does this do exactly?

An electron beam scans the screen. In basic terms, how often it does this
is the "refresh rate".
If that rate is too slow, the screen may flicker.

It's reported that running an unnecessarily high refresh rate can shorten
the life of some monitors. 75 to 85 hz. is common, and should banish
noticable flicker. The monitor's .inf file, when installed, should list
the rates available for that monitor.

Is the Proview 986N an LCD monitor? A refresh of 60 Hz setting is typical
for LCD monitors.

60 is too low, try 75 and then 85 whichever looks best keep it there.
