Reformatting, keyboard locks up

Hi, while I am reformatting my computer, I go to boot by disk, everything
loads up fine, when I get to the welcome screen where it has 3 options:

Push ENTER to continue with Installation
Push r to repair windows
Push f3 to exit setup

once I get to this screen my keyboard locks up /freezes and no matter which
option I push nothing happens

btw, I have tried both a usb and a regular keyboard
