When I installed XP there were a lot of programs that
could not be removed from the system so I would like to
completely start over. Save everything on disks and then
load everything on a blank slate. I would really
appreciate any advice on doing this! Thank you!

The "save everything on disks" part of your post is a bit troubling. If you
do a clean install on your C partition then you will lose everything on that
partition including: installed software (unless its installed on another
partition) and your personal stuff (unless it lives on another partition).

So, before you take this step, make sure you have all the media required to
reinstall all of your add-on software and make sure you copy your personal
stuff to another partition or if you don't have one, another computer or
possibly to CD or tape. Your post seems to imply that you plan to save stuff
on floppies...that's just not practical these days.
