Red Xs in received e-mails

When I receive e-mails, most of them have the red Xs. If I right-click on
them, download pictures is not an option. I can't seem to get download
pictures to be an option. I am using Outlook 2003. I have gone into
Security and unmarked the download pictures box and that didn't change
anything.

I deleted the temp files but that it didn't help.
