Unable to display certain pictuers in e-mails

Sometimes I am not able to display pictures in my e-mails. I get that
familiar red x. My Outlook e-mail is POP 3. However, I have gone to the
trust center and the options are checked to download pictures from safe
senders and recipients and also to consider my contacts in Outlook as safe.
But sometimes I still am not able to see the pictures. On the e-mails where
I have encountered this problem, I have gone to POP 3 webmail account, I
cannot see the pictures there either. So the problem might not have anything
to do with Outlook.

Any ideas on what the problem is and how to solve it?
