Recycle bin

Hi, I have noticed of late that the Recycle bin on my pc, running vista home
premium does not empty when I right click on "empty recycle bin", it only
empties when I turn the pc off and restart it. Any ideas how to get it to
empty without turning off.
Usually I don't turn off, just activate sleep mode.
