Do you have Disk Cleanup running automatically in Task Scheduler? Check the
Properties of the Recycle Bin by right clicking on it to make sure Delete
Immediately is not selected.

Are you by any chance running CCleaner? If so then you may have the
application set to run on start up. This will clear the recycle bin and
other files when the PC starts up.
