Recycle bin doesn't work. Files are permanantly deleted.

The recycle bin acts as if the "Do not move files to the recycle bin. Remove
files immediately when deleted" box, in the properties page, is checked. It
is not checked however. This problem only occurs with one user. The user is a
member of local "Power Users" group. If I log in as domain\administrator
files go in to the recycle bin as they are supposed to.

The machine is Windows XP SP1 in a Windows 2003 Active Directory domain.
 
No one has had this problem? I can't find any KB articles on it either.
 
Right click on the recycle bin on the desktop and make sure that "do not
move deleted files to the recycle bin" is unchecked

If it is unchecked and deleted files still don't go to the RB, do the
following. I've seen this once or twice and this fixed it. But no
guarantees.

Check "do not move deletes files to the RB".
Copy and then delete a few files (small ones -- and make sure they are
copies!).
Restart.
Go to RB Properties and uncheck it.
Restart the system and see if the files (copies, copies, copies) go to the
RB.
