Is there any way that a backup file that was created using the utility
supplied with Windows98 can be read under Windows XP?

Not natively. Google for backup software that will run on XP but can also
read Win9x-created .qic files. Or see if you can find someone who has Win98
and a CD burner?

Not natively, but I understand (no personal experience) that the
full version of Stomp's Backup My Pc can do this.

According to a reliable poster, the demo version of it will do the
recovery
