recording vcr tapes to computer

I am able to record video, but the picture comes is clear for a second and
then it goes black for 3 seconds and repeats the same cycle when the tape is
playing. but when the taep is stopped and the vcrs menu is on the screen the
picture is continues. Can I chanage the settings some how to get a solid
picture?
 
That would be the effects of trying to capture/copy a copy protected video.
