Recipients are not receiving file attachments

In Outlook 2002, recipients are not receiving simple file attachments but are
receiving the email message in plain text only.
I'm lost.

I would first start by checking the following that are typical reason an attachment is not received. The attachment is over the maximum limit to send and/or to receive it. The type of file is blocked from being sent or in some less common situations the recepients server does not allow attachments at all.

Thanks for the response, but I need to give some details. there are no file
types getting through even a simple 1 paragraph MS word doc (2003); small
jpg-pictures ; PDF ect.. the recipient is receiving attachments from other
senders. I was thinking that I needed to change mail format settings to let
every attachment possible go through but I'm not sure what setting changes
would help?

Since you mention Word 2003 documents in your post, I'm going to assume you
are using Outlook 2003. Here are some of the things you should check.

1) Set message format to plain text or HTML (See Tools > Options > Mail
Format tab)

2) Make sure Outlook isn't configured to covert to Rich Text (See Tools >
Options > Mail Format tab > Internet Options button. Dropdown in the middle
of the dialog should be set to convert to HTML)

3) If the person(s) you are sending to are coming from your contacts folder,
then go to the contact record in question and open it. Double click on the
email address. Make sure it is set to let Outlook decide.

4) You may have to disable Word 2003 as your e-mail editor (See Tools >
Options > Mail Format tab)
