Forwarded Attachments

We are having problems with some domain users not receiving attachments when
messages are forwarded. I am perplexed, because it seems to be sporadic.
Here are the details that I have found thus far.

-It has occured in clients running Outlook 2002 and 2003.
-The initial message with attachments is in HTML format, when it is
forwarded in HTML format it the internal recipients do not receive the
attachment, however if you change the message to plain text the recipient
does receive the attachements.
-It does not occur in all messages, so it is difficult to recreate the issue.
-The attachment type has varied between word documents, excel spreadsheets
and .jpg's
-External recipients receive the attachments even if one or more internal
users do not get the attachments.
-Internal users appear to be receiving all attachments coming from external
sources.

Any help or insight would be appreciated.

Correction...The issue appears to be isolated to Outlook 2003 users
forwarding messages with attachments in HTML format.
