Reboot loop (Safe Mode)

Recently had some trouble and had to reinstall Windows XP (Home Edition).
Before reinstalling I had set up the computer to automatically boot up in
Safe Mode (by changing msconfig).

I am now at a point where the system boots up and before anything appears on
the desktop (i.e. icons, toolbar, Start button...) I get a warning -
"Windows XP cannot run under Safe Mode. System will reboot." - and then the
system reboots and the warning appears again, and this just keeps going on
and on.

I can get into the system setup by pressing F8 as the system reboots, but
any option I choose (Last good startup, regular mode, safe mode...) all
result in the same reboot-loop.

I've searched the posts on this site but could not find anything to solve
this problem. Any ideas? Thanks.

I'm not sure how to edit the bootcfg since the computer never fully reboots
(I do not have access to the Start button, ctrl-alt-del doesn't work).

Can I access bootcfg using Setup (F2), Boot Menu (F12) or the Startup Menu
(F8)?
