Re-installing Windows XP

I was missing some component (I think .netframe or something like that) of
Windows XP running on a Dell computer. One of my family members suggested I
re-install Windows. I installed the proper windows disk that came with the
computer. Ultimately I went through all of the steps I believe.

When it boots up it goes to a screen with my preferences. When I click it
on it tells me in need to notify Windows or something and gives me a yes or
no box so I check yes., the screen goes blue and starts all over again.
Also in the lower left corner it asks if I want to shut down. It never
really boots ups and runs windows.

I have started the computer in the safe mode and learned very quickly there
are no restore points either. Also in this mode most of my desk top icons
have disappeared.

Short of reformating the computer is there a safe and sane way to get
windows xp re-installed and running?

Do a repair install

In edition Netframework is often obtainable via a download at MS Update, it
may be an optional download depending on the specifics of your win
installation

Restart your computer without the XP CD in the drive. It will run for a
while and ask for the CD. Reinsert the CD and click OK. THis worked twice
for me, once on a desktop and once on a Laptop, both of which were doing
the same thing as you describe.
