thus destroyed the current BIOS.
How can the BIOS be re-established without sending it back to HP?

I think you have to send it to HP or a good service place that can
reprogram the chip.
If the computer doesn't start at all, the symptom of a dead BIOS, there's
nothing you can to at the simple hardware/software level. There are
devices that can clip onto the BIOS chip and reprogram it, or, if it
unplugs, you can get a replacement, but usually, in notebooks, they are
soldered in and, from my own experience with an old Hitachi, they didn't
bother replacing the chip - they installed a new motherboard for free - it
was in warranty.
The only motherboards that can recover from a dead BIOS chip, AFAIK are
some of the new ASUS, but that's not your situation.
I think it's off to HP. You should call them first, to confirm it, though.
