Re-enabling APM

After a recent move one of my two Dell Dimension WinXP/Pro computers "lost" the ability to auto-shutdown after exiting from Windows.
It used to turn off (power supply turns off), but no longer. Searching Microsoft's TechNet site has proven fruitless. They are no
longer under warranty so Dell will not help w/o charging me.

Can anyone assist in troubleshooting the cause and recommending a solution?
