Can someone tell me how I can stop or remove this program. It seems to
start with every user login and all our clients are on thin-clients and do
not require host-client copy ability.

Also, we are experencing client session slowing down to a crawl during the
day and think this may be part of the cause.

Try disabling Clipboard Mapping in Terminal Services Configuration ->
Connections -> RDP-tcp -> Client Settings.
