Video in terminal services

I have a server running Windows 2003 standard with a 2.8 Ghz dual core Xeon
and 2GB of RAM. Everything was originally purchased for running 150 thin
clients (with Windows CE 4.2 embedded) on terminal services using minimal
applications, however, current demand has required us to try and run video at
full screen on the same thin clients. I know this isn't the best way to do
this, but the boss has his mind made up. I have played around with the video
and settings on the server. It's set at a 16 bit color depth right now and
if the video gets any larger than 320 x 240 the video becomes very choppy as
though its only displaying every few frames. It seems to me that there are
insufficent resources given to each session, but I am not really sure. I
tried setting up Windows Media Server, but it gave similar results. I need
to get this running some how but am at a dead end. Is this even possible?
If so, what must I do?

I don't believe this is currently feasible. In my testing flash and MPG
video are very CPU and bandwidth hungry, and do not perform well enough to be
used over an RDP or ICA Connection. I have an upcoming meeting with Citrix
about using graphic intensive programs via ICA, so hopefully I'll get some
insight on what they have in mind for the future.
