RDC can't connect to local port when using SSH on XP

On Windows 2000, I can use Remote Desktop Connection over
an SSH tunnel. I do this by creating a tunnel with an SSH
client and connect to the destination by using
"localhost:portnumber" when connecting with RDC.

On Windows XP, this doesn't work. When I create the SSH
tunnel and map a local port to the remote Terminal Services
server I can't connect. I can verify the local port
connection by using "telnet localhost portnumber" - so the
tunnel is there.

The connection I am using is the same when using a Windows
2000 machine with RDC "localhost:portnumber". But an error
message is returned when trying to connect that reads "The
client could not connect. You are already connected to the
console of this computer. A new console session cannot be
established"

I have tried this on two different installations of Windows
XP. While this connection works fine on Windows 2000.

I'm using Putty for SSH.

Any ideas? Or is it by design?
