Randomly Missing .dll file - reinstall?

After my soundcard driver disappeared and that issue was resolved, now
have a new error:

Unable to locate component - This application has failed to star
because stlport_vc6.4.5.b8.dll was not found.

Stl's site is less than helpful and registry files are over my head
Help! I don't have access to the XP cd though I can grudingly buy one
suppose ...just want to get this guy back up and running at 100%.

If this "Stl" is a third party program, the XP CD will not help to repair
the program. Have you tried uninstalling / re-installing this program?
