I have a scan of a newspaper artical, to scan it I had to cut the page and
make a scan of each section. What program (other than photoshop) can I get
that I can put both jpgs on screen and recombine them into one?

I just did exactly this using MSPaint. Open two instances of MSPaint with
one section in each. Enlarge the area of the first to be big enough to
accept both sections. Copy the required part from the second screen and
paste it to the first one one. Save combined image. No doubt you can do
exactly the same using other graphics programs.
