I'm looking for a program that'll print a certtificate with an inkjet
printer. Onscreen it should look normal for designing it and then print it
out sideways to fit the whole sheet of paper. Is there such?

Uhm... any graphics program? Personally, I'd use Inkscape to make
the certificate, convert the graphic to PDF and print it with some
"Fit-To-Page" option...

The last freeware version of Printmaster Express can make certificates. It's a 7.9 MB download.
