Question on Shutdown

I inherited an older Dell XPS D300 system running Windows XP Pro. Everything
works fine (slow) except the system does not shutdown automatically - a
message appears telling me it's safe to turn off the PC.

My other PC shuts down automatically. is there some thing I need to do to
make this computer shutdown the same way?
