My friend has a HP Pavilion with Win XP Home and sometimes the screen goes
blank. Occasionally the screen does not come ON when it is switched on. What
could be the cause - would it have anything to do with the power settings?

Yes it could be the power settings. Right-click the Desktop > Properties >
Screen Saver > Power button. Check "Always On" or "Home/Office Desk" options
in the Power Schemes dropdown list. In the Settings section set "System
Standby" to Never. Here if the "Turn off Monitor" option is set to anything
other than Never the monitor will turn off after than duration.

I usually set the Hard Disks option to either 30 minutes or an hour.
However, some hard drives don't respond well to a wake-up call when this
setting is used.

"Occasionally the screen does not come ON when it is switched on" - Does
this mean that you are using the power switch or simply moving the mouse or
keyboard to wake up the sleep mode?

Some poorly written screen savers can hang when activated by the mouse or
keyboard. If you have a screen saver running, disable it for a day or two
and see it the problem goes away.

I would start by checking all the hardware connections are good, up to
and including re-seating the video card if necessary.
