My friend has a HP Pavilion with Win XP SP3. He had a technician to replace
his DVD Writer and after that the Control Panel in the Start menu seems to
have disappeared! Hence, he is not able to access Add / Remove Programs.
Moreover, when he tries to Run Regedit or even open the Date & Time
Properties, the following ERROR msg appears:

"This Operation has been cancelled due to restrictions in effect on this
computer. Please contact your System Administrator".

What could be the cause and what is the solution?

Your friend should take it back.

But, that could be inconvenient.

Is this XP Home or XP Pro?

Oh yeah - is your friend using the Classic Start menu or the other one?

The first place I would look is the Local Security Policy. Since you can't
access Control Panel (does it show in Windows Explorer?) then you will need
to type 'gpedit.msc' - as an administrator - at a command prompt.

I did as suggested in Command Prompt. But the following appeared:
'gpedit.msc' is not recognized as an internal or external command, operable
program or batch file.

Run this:

Check for a policy restriction.

Open this registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

and set this value to 0:
NoControlPanel

Also look for other restrictions.

You need XP Pro for that program, I believe.

Replacing a DVD writer should not cause these kind of problems, I would ask
that "technician" what he did that was not necessary.

I'm still waiting for the XP version (Home or Pro) and which start
menu is configured.

I could guess, but I'm not a good guesser, I guess.

Thank you "all" for the assistance. I will be going over to my friends house
to set right this problem. Meantime, I forgot to inform you one other
matter. When he starts his PC, he gets the following msg on the screen:

Unable to open "C:\Windows\system32\khatra.exe"

Is this also a malware? In any case it is quite annoying to see it popping
up everytime the PC is started!

It appears to be a virus (simple Googling found that out)

It's possible some malware was deleted by your a/v software, but the
reference to the file was not removed from the registry.

Click Start, Run, type REGEDIT, click OK. Press the Home key, press F3,
type the name of the file into the search pane. Click "Find Next", and
when located, delete the reference to the file. Press F3 to continue
the search.

You can click File, Export, and save the entry to the Desktop. If you
remove it and there's a problem, double-click the .reg file you exported
to the Desktop and it'll be added to the registry again. You can create
a restore point before editing the registry too.

You could click Start, Run, type MSCONFIG, click OK, click the StartUp
tab, and deselect the item(s). When you restart the computer, you will
be warned that you're running in the Diagnostic mode; click to not alert
you again, and OK out. You won't see the message again. But I think
it's best to just remove the references from the registry.

I succeeded in restoring the Control Panel and am also able to open Registry
Editor.
I followed the instructions given in Dungeonworks for removal of khatre.exe.
But the Virus is still there! I do not think that I omitted anything but
perhaps there is something else that could be done! Any advice?

By the way, Kelly had suggested Taskbar Repair Tool! I don't recollect
informing about the Taskbar requiring a Tweak!
