I am having troubles publishing or picking the correct Remote Web Site File.
Our I'T company has put our website on the server. I have made changes to
the site on FrontPage 03' but I desperately need help publishing!

You publish to the URL of the site.
http://www.sitename.com if the server has extensions
ftp://sitename.com if the server "Does Not" have extensions.

Yes, depending on the number and file size within your web, and your connection speed, etc.
