Publishing Problem

I am transferring web sites to a new computer. (FP2002)

When publishing the first time, everything goes ok. But
when I try a second time it doesn't work.

I keep getting the error message "Could not find a web
server at 'xxx.xxx.xxx.xxx' on port 80. Please check
to make sure that the web server name is valid and your
proxy settings are set correctly. If you are sure that
everything is correct, the web server may be temporarily
out of service'.

I have looked in many, many sources and have not found any
answer.

I have had this problem before. It just seemed to
disappear. It hasn't this time! Help greatly appreciated!

How did you transfer the web site to the new computer (steps taken)?
