Error message - boy am I stuck

Hi, we've tried everything we can think of to publish our webpage but nada.
A continuing error of

Could not find a web server at 'xyz' on port 80. Please check to make sure
that the web server name is valid and your proxy settings are set correctly.
If you are sure that everything is correct, the web server may be temporarily
out of service.

We have FrontPage 3.o, Windows XP, IE 6.0 from what I can tell. Any
suggestions to either correct or bypass or download something else?

I can't get anything to work right now. I don't have cuteFTP or WS-FTP and
when I try setting the connection string to publish out of FrontPage, and I
know the remote host directory how do I set it to port 21?
