Public Folders using Outlook 97

We have several users still using Windows 98 running Office 97
connected to our Exchange server in Windows SBS 2003 server. How do I
get the public folders to show up in this older version of Outlook?

If the user has permission to view the folders, they should appear in the Folder List.
