Outlook 2003: Where is All Public Folders?

We've got Outlook 2003 (NOT running in Cached Mode, all users are "highly
connected" to the server already) connected to Exchange Server 2000.
Where is the Tree View of All Public Folders?
In Outlook 2002, in the Folder List pane, you'd see your Mailbox and at the
bottom was All Public Folders which could be expanded and easily navigated
through.
We have over 1000 Public Folders in a very structured heirarchy, in Outlook
2003 all we've been able to do is create shortcuts for individual Public
Folders, how can we easily navigate through the Tree View of Public Folders
like we've been able to do since Outlook 98?

On the Navigation Pane you'll see an icon for "Folder List" click that and
it will show you the full tree, including the public folders.

Cached mode is good for people "highly connected" as well, by the way.
Faster. Less load on the servers. Also the junk e-mail filters require it.
