Public Folders and Rules

We are using Outlook and Exchange 2003. The question came up about using
Rules to process emails sent to public folders. Are you able to create rules
in public folders?

Yes, that is possible although it allows for less options than rules for a
regular mailbox.
The owner of the Public Folder can right click on the Public Folder and
choose Properties-> tab Administration-> button Folder Assistant...
