Message Rules for a Public Folder

Hello,
Is my understanding correct that you cannot create a message rule for a
public folder?
 
No, not entirely.
Although no rules such a mailbox rules can be applied to it, there is Folder
Assistant which is capable of processing incoming messages for mail enabled
Public Folders. The folder owner can set these rules on the Administration
tab on the folder's properties.
