.pst file won't import into freshly formatted machine with same Outlook 2003

I backed up the .pst file onto CD before the reformat and
reinstallation of WinXPSP2 and O2K3.

When I do File/Open/Outlook Data File... from the CD, I get a

"File access is denied. You do not have the permission required to
access the file H:\Outlook\Outlook.pst."

I'm guessing that has to do with the fact that the files on the CD-ROM
are all read only, so I copied it to my hard drive and did the same
procedure, only to get a different error:

"The file G:\BACKUP\Outlook\Outlook.pst is not a personal folders
file."

I'm not sure what I did wrong. This Outlook.pst file was only created
and used within an Outlook 2003 SP1 installation, just like my current
(new) installation.

I need this file pretty badly. Can anyone help?
