All of a sudden I can't install any new programs. The isnstall shield starts
up and installs about 1% and then frezes. Tried deprag but the same thing
happened.

This should help you stop that. Try to determine what app you installed that
is doing it.

This does no good at all. I keep getting an error message of delayed writing

Nothing seams to help. If I could figure out which program was doing this I
would get rid of it, outside of re-formating I give up

Try System Restore back to a point on the calendar before you got the error.

Tried that, computer frezes on anything that you have to install. Keep
getting this error message (delayed writing error) path is c\doc &
settings\local settings\app\data\im\runtime\message and then some numbers.
Went to explore but cant find the path
