Program install problems

Some pgm's will install without problem. however some fail to work with error
message:
" Windows Installer.The system administrator has set policies to prevent
this installation"
I've checked my administrator settings, there is nothing there. Why is it
happening with some programs and not with others.
I cannot install Norton Ghost, Office Pro or Paint Shop Pro amongst others.
