Program does not open in normal window

MS PhotoEd has been working great til this AM. Now when I open the program,
it is minimized in the tray. When I click on it, nothing happens. I can
right click and get it maximized, but not to a normal window. When I change
the properties of the shortcut, I still cannot get it to open in a normal
window, only minimized or maximized.

It is "windowed" outside the visible desktop. R-click taskbar and pick
Tile to pull it back in view.
