Run minimized,maximized, normal not working

When i right click on shortcut and choose run minimized or maximized nothing changes. Although under properties it shows run minimized or maximized nothing happens
Any ideas what causes this? How to fix.

Look for a setting within the options of the program itself, that may cause
it to start maximized or minimized.
