How to restore program size that only maximizes?

I have two programs now that will only maximize. I don't know what
causes this but it seems to be random. When I right click one of them
in the task bar and select restore, nothing happens. The only way to
see the program is to maximize. If I click the restore box while it
is maximized, it will completely minimize onto the task bar. The only
two modes are task bar and maximize. Does anyone know how to get the
restore size working again so that I can resize the window?

After "restore" R-click the Taskbar and pick Cascade or Tile to pull the
"windows" back to the viewable desktop area.

After rebooting MS Outlook Express can now be restored. However, MS
Money 2004 still doesn't restore. I tried your several and several
combinations of it but no luck. Any other suggestions?
